People Over Production: Redefining Value in the Oil and Gas Sector
At Heirs Energies, we believe that responsible energy development must deliver value beyond oil and gas production. It must create opportunities, strengthen communities and contribute meaningfully to the prosperity of the people whose lives are connected to our operations.
It is in this spirit that we are pleased to share a significant milestone in our journey: the commissioning and handover of over 50 community development projects and programmes through the OML 17 Host Communities Development Trust (HCDT), supported by the NNPC/Heirs Energies OML 17 Joint Venture.
Established under the Petroleum Industry Act (PIA) 2021, the Trust provides a structured, community-led platform for sustainable development across 80 host communities in Rivers State. With over 70 projects in its portfolio, the HCDT is translating community priorities into infrastructure, services and economic opportunities that make a real difference in everyday life.
From reliable electricity and clean water to better schools, healthcare facilities, modern markets, improved roads and vocational training, these investments are delivering practical solutions to longstanding community needs.
Beyond infrastructure, our commitment to improving lives is reflected in the reach of our community healthcare initiatives. Through free medical outreach programmes, over 24,600 people have been reached, with our most recent major outreach delivering 76,954 healthcare services to 12,671 beneficiaries.
Yet, the significance of these investments extends beyond the numbers. It is reflected in the student who now has a better environment in which to learn, the family with improved access to clean water, the entrepreneur with a more suitable place to trade, and the communities gaining access to essential services and greater economic opportunity.
What makes this progress particularly meaningful is the role of the communities themselves. Through the HCDT’s governance structure, host communities participate in identifying their development priorities, shaping interventions and taking ownership of the resulting projects. This approach is fundamental to ensuring that the benefits are relevant, sustainable and capable of serving future generations.
For Heirs Energies, these achievements reflect our commitment to Africapitalism, the philosophy championed by our Group Chairman, Tony O. Elumelu, CFR, which recognises the power of responsible private sector investment to generate economic returns while creating lasting social value.
Our ambition is not simply to produce more energy, but to ensure that the value we create helps build stronger communities, expand opportunity and secure brighter futures.
